Design Team

John Gonzales, P.E.

Senior Environmental Engineer

John G. M. Gonzales, P. E. has a bachelor of science in Civil Engineering and a master of science in Sanitary Engineering. Mr. Gonzales is a professional engineer licensed in Nevada and California. He has held these professional licenses for more than 32 years. He is a grade V certified water and wastewater treatment plant operator in Nevada and California. Mr. Gonzales is a retired commissioned officer in the U.S. Army Corps of Engineers.

John has directed many utility development and design projects over the years including one of Nevada’s most successful and largest effluent irrigation systems. Mr. Gonzales is an experienced project manager for all aspects of water resource utility design, construction, start-up, permitting, effluent management planing, public involvement, funding, and setting utility user fees.

John has pretreatment and industrial waste expertise, including ordinance revisions, inspection procedures, training, and coordination with Local, State and Federal agencies. Mr. Gonzales has substantial experience as technical expert for small community utility design, construction, and operation.

Robert Rousselle, P.E., LEED AP

Project Engineer

Mr. Rousselle has a Bachelor of Science in Civil Engineering from the University of Wyoming.  Mr. Rousselle is a licensed Professional Engineer in the State of California and Nevada. Mr. Rousselle is a LEED Accredited Professional with 4 years of civil design experience. Mr. Rousselle joined HCE in the spring of 2005.  Mr. Rousselle's responsibilities include; site layout, preparation of grading, drainage, erosion control and utility plans, floodplain modeling, hydrology and sanitary sewer reports, cost estimates, feasibility studies, design engineering, permitting, construction management, and client coordination.  Mr. Rousselle's past project experience includes; commercial developments, urban redevelopment, roadway design, feasibility studies, roadway traffic calming, public facilities, and custom residential homes.

 

Stephanie Balicki

Engineering Intern

Stephanie Balicki is a certified Auto CAD design technician and Engineering Intern who joined the HCE team in the spring of 2005. Stephanie’s duties include working with fellow Engineers to draw complete Civil Plan sets, coordinating with local public departments regarding permits and applications, and everyday office operation.
